I don't believe Barth's was making fun of any particular chain. It seemed to be a general cafeteria where 1) the chef/proprietor was gross and 2) the food was really bad.
The burgers and fries seen in the Barth sketches were obtained from Harvey's (YCDTOTV experts; is this right?). In no way should this suggest that Harvey's is bad. In fact, I like Harvey's hamburgers much, much more than McDonald's or Burger King. -

I'm pretty sure it's just a made up place not based on anything else. And when you usually make fun of something, the name rhymes.
